How you'll make a difference

Carbon management and the environment agenda is a key priority for the council, and in this role you will be supporting the council’s energy agenda and making sure the Council has a safe and performing estate and achieves value for money. 

In the role you will support the management of the utility and energy supply contracts and associated metering, and grant, activities, which includes gas, electricity, wood (biomass) fuel,solar powerwater and wastewater services, Display Energy Certificates, Energy Performance Certificates and Power Purchase Agreements.

This post is restricted to permanent and temporary employees of South Gloucestershire Council.

 

What will you be doing? 

  • In the role you will contribute to the procurement and management of utility and energy services contract arrangements, monitoring contracts to ensure suppliers meet contract performance measures.
  • You will maintain and update the systems for monitoring the Council’s energy consumption and renewable energy generation, using relevant databases, software and energy site survey information.
  • On a daily basis you will monitor, analyse and evaluate data and contribute to reports which identify trends and exceptions to target appropriate interventions to reduce energy consumption and costs to ensure the performance of renewable energy technologies operate efficiently.
  • You will analyse bills to produce energy and CO2 emissions data for national, local, and Council reporting purposes and submit renewable energy generation information to Ofgem/ licenced suppliers to support funding applications and rebates.
  • Monitoring and managing the receipt and payment of all supplier invoices, you will resolve billing queries with suppliers, keeping an accurate record of the disputed information and correspondence.
  • You will contribute to business cases by producing and analysing energy data to justify utility and energy efficiency measures or the development of energy technologies and the preparation of applications for relevant grant investment for income generating funding streams.
  • It will be your responsibility to organise and coordinate the production of Energy Performance Certificates, Display Energy Certificates and Advisory Reports, liaising with external energy consultants to arrange assessments

What we need from you

  • You must have a relevant degree level qualification or equivalent relevant work experience.
  • We require to you have knowledge of contract administration, utilities and billing and also aware of legislation relating to utilities, energy and renewable energy technologies.
  • You will have a drive and passion for continuous improvement and development in energy management alongside a commercial awareness to deliver best value and efficiency.
  • It is key that you have well developed interpersonal skills to build relationships, with proven ability to effectively communicate with clients, consultants, suppliers, end users and stakeholders and a customer focussed approach.
  • You must have good numeracy, literacy and IT skills and proficient in the use of spreadsheets with experience in dealing with multiple data sets.
  • We require you to have good report writing skills and able to undertake effective research and present findings in a clear, concise format.
  • You will have demonstrable experience of meeting service standards, targets and deadlines and cope with competing demands, using your own initiative.
